May 29, 2011 | Xis Communications, a Swedish video technology company with its U.S. headquarters in Chelmsford, has created its own police cruiser to demonstrate how law enforcement agencies could use networked high-def video cameras.

Using such a set-up, police or other law enforcement agencies could watch cruiser camera footage live, rather than after the fact, and send video to fellow officers — or anyone — over a 4G wireless Internet connection, according to Scott Dunn, Axis’ director of business development.

“Rather than say, ‘What happened?’, you can say ‘What’s happening?’ ” Dunn said.

The model cruiser is decked out with five high-definition video cameras: one in the front bumper and one in the windshield-mounted rear-view mirror to record footage in front of the car, a dashboard camera and one in the back seat to record the car’s interior, and a rear-facing camera on the back of the car. The trunk holds a network video recorder, or NVR, which is like a DVR, except that it doubles as a server, streaming video from the cameras to the cloud.

Whether you are traveling near or far, you will likely be lugging some valuable items such as golf clubs, a laptop or a video camera – none of which are covered by a car insurance policy.

According to an April 2011 survey released by the National Association of Insurance Commissioners, 40 percent of Americans incorrectly believe their car insurance will cover the replacement of personal items stolen from their vehicle.

“The truth is that these items must be covered by your homeowner’s or renter’s insurance policy to be reimbursed if they are stolen or damaged,” NAIC president Susan E. Voss said.

One-third of Americans also believe their auto insurance automatically covers a rental car, according to the NAIC survey. But this is not true, and the NAIC recommends checking with your auto insurance agent to make sure you have adequate car insurance whether driving your own car or a rental.

Is it legal, in California, to use an in-car video camera?

1. as a private citizen, is it legal to record while you drive? This would be used in case of an accident or getting pulled over.
2. would that video be admissable in court?

Only real answers wanted, however, i know many can't resist telling their opinion.
The plan would be to mount the camera in an out-of-the-way place. It would be positioned to "see" the speedometer and out the windshield.

  • 1) I believe it is not legal for the driver to be recording while he is driving :) after all, its a HUGE distraction and I am quite sure that it could be considered reckless endangerment. However, if the passenger were recording, or the video recorder were strapped down via duct tape - It would be perfectly legal. I know of several court cases here in California where a gentleman recorded suspected drunk drivers with his video camera and turned the film over to the police for prosecution.

    2) Video taped evidence is admissible in court. That's why places use security cameras with ID and time stamp capabilities.Many police car also came with a video monitoring system and protect staff and detainees.

My friend thinks he can install a video camera in his car. He's had run ins with the police. I say he wouldn't be able to include the video of a police stop in court so why bother. Who is right? The loser has to buy the other dinner.
